Natural Monopolies , are they natural?

We often read about cartels and monopolistic players hampering the market and it is generally regarded as something not good and often governments take strong actions in such situation. But the issue is we also often see governments promoting monopolies in the name of licensing, quotas etc and often justify these things under the umbrella of natural monopolies.

Natural monopoly by definition is termed as a situation created by economies of scale in a particular industry. It is also considered as natural because if more entrants are allowed to enter or enter somehow in the market then the increase in cost of production due to the lack of economy of scale will occur which is not favorable. The real thing we need to know is what industries are normally considered to be allowed for having natural monopoly?

Usually they are electricity, water supply and other necessary items which vary from society to society (yes this also happens). Now if we look at these things we can see supply of these things can now become more cheap with opening up these areas for smaller investors. The main reason is the advancements in science and technology.

What if an engineer with his limited funds can produce efficient low cost solar energy? or he/she use magnetism to produce large amount of energy capable of fulfilling the needs of 100 households in a cheap way.

Now we need to revise our concepts of natural monopoly (if there was genuinely any) to see if the term is relevant or not?
